Key challenges U-CERT is addressing:
- The assessment processes and certificates should be more reliable, user-friendly, cost effective, have comparable good quality and be compliant with EU legislation in order to instil trust in the market and incite investments in high performance buildings
- The assessment processes and certificates should reflect the smart dimension of buildings
- Facilitate convergence of quality and reliability of Energy Performance Certificates (EPCs) across the EU
- Ensure a technology neutral approach, be transparently presented making use of International and European standards
- The assessment processes and certificates should be based on an agreed list of parameters and indicators, shifting to measured/operational building performance and going beyond energy alone e.g. comfort levels, level of smartness
- New assessment processes and certificates should contribute to improving the effectiveness of current schemes and certificates and aid compliance checking and effectiveness of financial support
3 transition paths envisioned by U-CERT
- A full and smooth implementation of the EPBD and EPB standards under mandate M/480
- Leveraging synergies between the Smart Readiness Indicator for buildings and the set of EPB standards for shifting the current EPC paradigm to an evidence-based approach e.g. building operational rating
- User centred design for facilitating and accelerating building performance improvements (ranging from behaviour change all the way to deep renovation)
